The basic guidelines of the following principles come from the organization Sound and Music, which published their principles in 2020.
Statement of Fair-Access Principles
1.) Guiding Principles for Applications
A.) There will be no application fees for ICF events and opportunities. All members are able to submit regardless of their financial situation. Digital submission of scores and recordings will be preferred as opposed to mailing physical media.
B.) Generally, all members are able to submit to ICF events regardless of age, educational level, or qualification, unless the opportunity is specifically intended for composers who qualify as “students.” Otherwise, current ICF member composers at any stage in their career are able to submit to our general offering of opportunities. We will not limit participation to composers who self-identify as “early career” or “upcoming,” or fall into an age category (e.g. “under the age of 35”).
C.) Composers are allowed and encouraged to submit works which have already been created. Submissions are not required to be written within a specific time span (e.g. within the past 10 years).
D.) ICF will offer reasonable due dates for applications to allow time for successful submissions from our membership.
E.) ICF will proactively offer access support and alternative application methods (e.g. video demonstrations of compositions that do not have written scores).
F.) ICF will provide a named point of contact for each opportunity. This is usually the member who is the director of the opportunity or event, will have the most up-to-date information, and can make administrative decisions.
2.) Guiding Principles for Selection
A.) ICF will strive for an open and transparent selection process. We will share details regarding the selection process, who is involved in making decisions, and the criteria being used when we solicit applications.
B.) ICF will use selection panels that are inclusive and as representative as possible.
3.) Guiding Principles for Conversation
A.) ICF will strive to offer feedback regarding an unsuccessful application. Feedback may range from minimal (e.g. unable to locate a performer) to offering constructive comments about the work, depending on the nature of the opportunity and the creative direction of the named point of contact.
B.) ICF will remain open to change and be flexible regarding removing barriers to access, and will maintain an open, growth oriented, and approachable mind-set.
